The gathered neckline of this dress was fashionable for a very short span of time. Specifically 1895-1897.
The girl in the photo appears to be around 16 to 18 years of age, and if the photo was taken from 1895-1897, then a good target birth year would be around 1880.
Here is one strong possibility:
There was a Mary JOHNSON born May 10, 1880 in Stark County, Ohio, who grew up and married a railroad conductor, John W. FORREST. She was a daughter of Joseph W. Johnson (1837-1912, he was a coal-miner, born in England) and Susannah Ray (1835-1912, also born in England).

I am not 100% certain this is the correct person in the photo. I'd like to find another photograph of her online and compare the two images.
