This dress style of short-waisted point-front dresstop, over a drape-front skirt with bustle, was most popular from 1886-1889. By 1890, the no-nonsense sleeves became more peaked (raised above the shoulder line) and puffy.

So far, I am not certain if "Briggs" is a middle name or maiden name.
